She founded a grassroots advocacy group in 1966 to mitigate the impact of urban renewal on her community. It became the Philadelphia Chinatown Development Corporation, which under her sustained leadership eventually changed Chinatown's housing landscape with affordable low and middle-income housing. All this was accomplished while fighting significant external challenges that threatened the cultural and ethnic integrity of Chinatown.
